The history of world politics has witnessed countless incidents of inhumane treatments of states around the globe. The vicious cases of bloodshed cemented in critical decisions of states and their leaders portrays a distorted picture of politics in which the humanity matters less for state government. An unending struggle in the international system between states usually results in various inflexible standings of leaders against each other. It further shapes an endless competition of strategic difference between states. In order to underestimate the rival gatherings of potential enemies, the national governments always try to stretch their strategic muscles while empowering their conventional and non-conventional weapon capabilities. Such environment develops a horrible depiction of world politics where blood decorates the international system, and the leaders always remains less reluctant in adopting of an inhumane behaviour for the fulfilment of their national interests. In this way, the inclusion of blood in the world politics let the governments and their representatives at different levels to forget the cost of humanity in their decisions. The history of international system is full of numerous incidents where the voices of humanity proved to be an issue of less significance for the states involved in multifaceted strategic competitions. The proponents of peace and harmony sometimes finds themselves unequivocally silence in highlighting serious crimes of humanity by powerful states. 

One of the most brutal face of humanity appeared from the land of Caucasia where a decades long clash between Azerbaijan and Armenia has been reached into its zenith. Including various criminal activities carried by Armenia against Azerbaijani citizens has crossed all the limits. The aggressive behaviour of Armenia against Azerbaijan over the land of Nagorno-Karabakh has caused serious violations of human rights. Two states from Caucasian region are fighting over the land of Nagorno-Karabakh where most of the people are Azeri and trying to secure themselves from bellicose Arminian behaviour. It is a territorial dispute between two neighbouring states and both contestants have developed politically uncompromising and strategically competing positions covered in their inflexible national standings. The leading decision makers from Yerevan has decided to undermine the Baku’s position over the Nagorno-Karabakh by carrying massive human rights violations, including the attempts of genocides.

The February 1992 has witnessed an unforgettable time in the history of mankind with reference to the Arminian aggression against Azeri people. It was one of the greatest crimes of humanity committed by Arminian force in the Khojaly town situated in Karabakh. It was Khojaly massacre which describes the tragic picture of mankind under the Arminian aggression. It was very sad episode of Karabakh conflict when one particular village in a cold and snowy night of winter was targeted by Armenia and became a major tragedy of human history. The efforts to manage escape of Khujali society in a dark night cause further causalities due to extreme weather conditions. The attempts of helpless people for getting safe shelter in the surroundings forest and mountainous areas created an awful situation in which the local residents were failing to secure themselves before the Armenian soldiers.

It was beginning of 1992 which revealed the violent face of Karabakh conflict when the territorial clash between two states of Caucasian region became a ruthless armed dispute. The town of Khojaly became a worse picture of humanity where the Azeri population was targeted, and it is globally considered as an attempt of genocide. According to an official source of Baku, the killing persons were 613 in which 106 women and 63 children along with 70 elderly people. Moreover, the effort to convert the territorial issue into ethnic dimensions by ferociously eliminating the presence of Azeri people from the disputed area, the aggressive forces of Armenia taken 1275 people as hostages coupled with disappearance of 150 persons. This tragedy further witnessed 487 severely injured inhabitants including 76 children. This attempt of serious ethnic cleansing also resulted in vanishing of various families in addition to leaving several windows, countless orphans, and incalculable missing persons. In this way, this tragedy has become a worst crime of humanity where a large number of inhabitant of a small town were died because of burning alive, scalping, beheading, gouging out of eyes, and bayoneting of pregnant women in the abdomen. The providence of these figures by official Azeri source considered to be an effort of highlighting an awful picture of Karabakh conflict which costs a lot for the Azeri people. It is mainly observed an effort of Baku to let the international community to observe an unprecedented level of human rights violations committed by Armenians.

The government of Armenia is not willing to accept the crimes underlined by prominent Azeri state officials. The leading state authorities from Armenia explicitly refused the emerging claims of human rights violations by targeting particularly Azeri population. The official sources of Armenia do not contain any factual information or even a brief glimpse of Khojaly tragedy while describing the different hostile levels of Azerbaijan-Armenia relations. Instead of mentioning the Khojaly massacre at various national and international forums while presenting the Yerevan’s position on the killing of countless innocent and unarmed Azeri people, the Armenian Ministry of Foreign Affairs wrote a letter to the Human Rights Watch in 1997. The letter cited the role of Azeri forces in the Karabakh land. It further cleared the position of Yerevan by claiming the Azeri defensive claims as the main source of human rights violations. In response to the letter based on alleged claims, the competent authorities from Human Rights Watch clearly declared the Armenian Karabakh force responsible for the slaughtering of uncountable Azeri persons in Khojaly.   

The bilateral antagonistic values between both states further stopped Armenia to even discuss anything at any forum relevant to Khojaly massacre. On February 27, 2018, a news source of Al Jazeera mentioned a position of Turkey on Yerevan Baku territorial confrontation. A leader of opposition Nationalist Movement Party unmistakeably made the Armenian president, Serzh Sargsyan, responsible for the Khojaly genocide. Sargsyan was held responsible due to his long contribution in the Yerevan’s politics. He served twice the prime minister of Armenia parallel to winning the presidential elections in February 2008. From the platform of Republican Party of Armenia, he was re-elected as a president for second term in February 2013. The Turkish leader, Devlet Bahceli, held the leading politicians from Yerevan responsible for the Khojaly crime. He further said, “The real trouble is that the traitors who had a hand in the Khojaly massacre have taken on key positions in Armenia’s political and state life.”

Akin to the positions of Turkish leaders, the people residing in different capitals of the world remembers the aggression of Armenian forces. The leaders of various nationalities have accused the Arminian government for carrying the entire operation of Khojaly. The legal side of this massacre could be studied under the United Nation General Assembly (UNGA). The UNGA provided a comprehensive definition of international crime on December 09, 1948. The Convention on the Prevention and Punishment of the Crime of Genocide clearly maintains the situation in which certain acts are called the attempts of genocide. All the situations described by the UNGA can easily be found in the Armenian case of Khojaly where killing of civil Azeri was massively carried out. A repot of BBC on the 20th anniversary of this bloodiest episode of last century called it a biggest humanitarian crisis of the world in 2012. The report further provides a brief glimpse of this tragedy while explaining the importance of Karabakh issue. It is proclaimed as a problematic situation in which this region is under Armenian control, and the Azeri people of this region are struggling to obtain their freedom. The Human Rights Watch declared the Khojaly incident “the largest massacre of the conflict” carried by Arminian forces. The violent soldiers massively killed the unarmed civilian just because of their Azeri identity.   

The leading debates on world politics and international relations usually study the perspectives of states along with their ongoing multi-dimensional interactions. An unending and unstoppable competition between states is an irrefutable reality of world politic in which the state governments tries to actively pursue its national interest over the expanse of others. A persistent race of maximization of power between states rarely results in bloodless ends, because the cost of humanity is a matter of less importance to the main architectures of national security policies. The security of humans and their appropriate defence across the borders usually refers to a care of unarmed civilian which is matters more than their national identities. In the case of Azerbaijan and Armenia, the killing of unnamed people did not spare even the children, women, and elderly inhabitants of a small town. The crimes of ethnic cleansing and attempt of genocides have recognised by international community as the worse crimes of mankind. The custodian of human rights and the promoters of peace in the international system always emphasize the significance of humanity in the world politics. In their perception, the civil people needs to be treated as humans either they are Azeri or Armenian. The killing of innocent pays nothing to the states. It only cause bloodshed and violence to the innocent citizens instead of supporting the ruthless decisions of politicians.

The targeting of non-Armenian generally, and Azeri people specifically is not only a monstrous crime of humanity, but it explains an atrocious level of violence which has shocked the civilizations record of the twentieth century. The inclusion of blood in the Caucasian politics is seeking an appropriate response of international community. The victims of Yerevan’s aggressive policies and the violent acts of Arminian soldiers against the Azeri population are still waiting for justice. In order to aware the people living in world’s capitals about the Khojaly massacre, Baku has launched an international campaign in which various events based on factual information, videos containing images of innocent people dying, and different portraits describing the miserable situation of Azerbaijani living under Armenian anger try to let the international community to realize the actual pain the Azeri nation is feeling. Moreover, the Azeri diaspora living in different parts of the world is also trying to aware the people of various nations about the actual face of Armenia and violent role of its soldiers fighting against Azerbaijanis. It is a strong belief of Azeri nation, a sloid campaign based on actual facts should be reached to every part of the world in which an international effort to make Armenia accountable of Khojaly could be launched. In order to provide justice to the Khujali people, the diplomatic community of Baku is also investing its full potential in the different countries. In addition to highlighting the biggest crime of humanity in different parts of the world, the government of Azerbaijan is trying to strengthen its stance over Khojaly massacre by gaining the support of its friendly countries. The leading politicians of Baku are determined to uphold the vision of human right and respect to humanity while maintaining the foreign relations of their country. In this way, the Azeri authorities are intended to highlight the Khujlay tragedy in the main priorities of their foreign policy.         

Several countries have recognised Khojaly massacre as a tragic picture of human history, and political leaders from every corner of the world has accepted it a worst war crime. People across the globe from diverse backgrounds are persistently expressing their solidarity with Azeri nation on the killing of Khujali people. The Baku has announced the February 26 as a sad and silence day which recalls the martyrs of Khojaly, and this day is formally proclaimed as the Day of Remembrance for Victims of Khojaly Massacre. This annual day also observed as a sad day in many countries. Baku has raised its voice for this tragedy at many regional and international forums parallel to strengthening of its position in support of Azeri civilians suffering under Armenian bellicosity. Now, the major responsibility lies at great power which can exert their pressure on Armenia and appropriately make the Armenian authorities accountable for this act of genocide against Azeri people. The main custodian of peace coupled with the promoters of human rights need to seriously take notice of this crime by equally considering it to the Holocaust of Jews, Cambodian Genocide, Pacification of Libya, La Paradis Massacre, Novi Sad Massacre and the Srebrenica Massacre.
