Chairman of the State Security Committee of Azerbaijan
Throughout his leadership, Azerbaijan enjoyed significant increases in economic growth, improving its infrastructure and overseeing its modernization in the fields of education, oil and gas, manufacturing, and agriculture. Heydar Aliyev was the first Azerbaijani who was appointed the chairman of the State Security Committee of Azerbaijan. Political Philosophy of Heydar Aliyev (1960-1990)
He had unique political philosophy based on ideological national statehood, equality, patriotism, tranquility, and gross-root people participation, rule of the law and spirit of accommodation which he pursued to achieve greater political stability in the country. For him, politics was the name of service, submission and sensibility which he used for achieving greater national solidarity, consolidation of the national dignity, socio-economic prosperity, people’s trust, realization of rapid development strategy stimulating the elevation of national consciousness and respectable place for Azerbaijan in the modern world.

Establishment of a Legal & Democratic State
Heydar Aliyev chose the path of establishment of a legal and democratic state in Azerbaijan. In 1995 the Constitution of the Republic of Azerbaijan was adopted. New progressive laws were adopted which caused radical changes in the judicial system of the country as a result of the realized reforms. Established on June 14, 1998, the “Constitutional Court” of the Republic of Azerbaijan ensures the supremacy of the Constitution of Azerbaijan and personal freedom and rights of everybody. The Constitutional Court of the Republic of Azerbaijan builds its activity on the provisions of international documents and allows it to comply with the democratic norms and standards adopted by Europe and the whole world in its proceedings.

He succeeded to achieve the highest political stability and socio-economic development when he became president of Azerbaijan on the request of his people in 1991. Until 1996, all his efforts were aimed at establishment of stability and peace in Azerbaijan. Since then, political, economic and social reforms were launched and successfully realized in the country.

Freedom of Speech
The political reforms in Azerbaijan and steps taken for democratization in Azeri society opened new prospects. Heydar Aliyev attached great significance to freedom of speech and also made great contribution to formation of modern and free media in Azerbaijan.

Municipality Elections
The development and achievements of Azerbaijan is a pride of all Muslim countries and an example of governance for a number of developing countries. Azerbaijan Democratic Republic was the first democratic republic in the Muslim world, one of its achievements was that women were granted with the right to vote much earlier than in many European countries.

Successful Foreign Policy
Beginning from the second half of 1993, radical changes took place in the foreign policy of Azerbaijan. At first Azerbaijan determined its place in the system of international relations, its short-term priorities, directions and leading strategy contacts with the European countries, the United States, newly independent states, Turkic states and Turkey, the Muslim world, Pakistan, Iran, Asia, Africa and South America. One of the most important achievements of the foreign policy conducted by Heydar Aliyev was the affiliation of Azerbaijan with the Council of Europe and integration into the European family in the beginning of 2001.

Solution of the Armenian-Azerbaijani Nagorno-Karabakh Conflict
Solution of the Armenian-Azerbaijani Nagorno-Karabakh conflict was one of the priorities of Heydar Aliyev`s foreign policy. After Heydar Aliyev`s historical return to power in 1993, his activity for the settlement of the conflict, bilateral and multilateral meetings with the heads of states and delegations, discussions with the Minsk Group co-chairmen at the OSCE summits, as well as one-on-one meetings with the Armenian presidents were important parts of Heydar Aliyev`s foreign policy.

As a result of successful foreign policy initiatives, ceasefire was achieved in the frontline on May 12, 1994 and stability was restored. Coup attempts were prevented in October 1994 and March 1995, the threat of civil war was over. Owing to the genius and political foresight of the National Leader, the Republic of Azerbaijan started new development line on solid foundations.

Heydar Aliyev was given many wards orders, medals and high prizes of different countries during his lifetime.

The comparative study of Azerbaijan’s stable socio-economic performance shows that the GDP growth reached 1.3 percent in 1996, 5.8 percent in 1997, and averaged 10 percent during 1998-2003. During (2004-2011) country`s real GDP grew by three times.

Heydar Aliyev and Initial Multidimensional State’s Crises
After restoration of independence Azerbaijan suffered economic and social problems connected with the collapse of the Soviet Union. In the first years the lack of necessary infrastructure, low level of administrative ability of the persons who were in the power and changed frequently further hampered the situation during the transition from traditional planned economy to the new economic phase.

On average GDP decreased by 16.5 percent in the country over 1991-1994. Trend of downturn was particularly observed in industry, industrial production volume decreased by 10 percent in 1991, 37 percent in 1992, almost 50 percent in 1993 compared to 1985. 2/3 part of production capacity of the country was almost lost. Unemployment rate increased as a result of collapse of production areas. In 1992 the inflation rate increased by 1012.3 percent.

Initial Consolidation
Heydar Aliyev put an end to the threat of the country’s collapse, separatist tendencies and civil war. He ensured unity of the state. “Establishment of public-political stability, stoppage of military operations and signing of the ‘Contract of the Century’ laid the basis for the introduction of broad-scale reforms in all areas”.

Comprehensive Transformation
Since its independence, Azerbaijan has turned from a Soviet republic into an independent and sovereign state which succeeded in transforming its political, economic and social model, different from the regional countries. Optimal utility of rich natural and human resources, moral and psychological qualities of the people geared its socio-economic development which enabled Azerbaijan to be transformed from an ordinary Soviet republic into a developed state.

Azerbaijan has achieved an immense social development and has successfully transformed oil capital into human capital. It initiated diversified but integrated policy measures to further improve the education system due to which it has now achieved a knowledge based economy. Its state education program is now rated among the best in the world. New schools, hospitals, museums, Olympic venues, cultural institutions and recreational areas are contributing to the improvement of the social life. The “ASAN xidmət” network, targeted social assistance, provision of low-income families with housing on favorable terms and other projects are the result of the ongoing national social policy.

Productive Channels & Competitive Country
Azerbaijan has one of the most productive channels in the region. It is one of the most competitive countries in the world due to which high inflows of Foreign Direct Investments (FDIs) and joint ventures are always on the move. It is also icon of tolerance and interfaith harmony where diversity of humanity and faith is respected and protected. It has strategic leadership in shape of visionary President H.E. Ilham Aliyev due to which despite declining oil and gas prices its macro-economy is still stabled and sustained.

Miraculous Socio-Economic Development and Short Terms Reforms
He achieved miraculous socio-economic development by initiating and implementing series of short as well as long terms socio-economic reforms in the different spheres of economy, civic and production channels. He turned poverty into production, inflation into international cooperation, unemployment into massive generation of job creation and above all decline of socio-economic development into robust socio-economic growth which was rapid and sustained too.

When elected President of Azerbaijani in 1993, there was 20-23 percent decline in the GDP of the country. As a result of urgent steps taken under Heydar Aliyev`s leadership, the economy overcame the recession and a breakthrough began in 1994-1995. The recession was prevented and revival started since 1996. Economic reforms provided the improvement of financial situation in the country and there was an increase in the state budget each year.

Contract of Century & Socio-Economic-Geo-Political Dividends
The “Contract of Century” underlined not only economic, but also geo- political significance which is now paying its dividends in the country. Under the leadership of President Ilham Aliyev, Azerbaijan passed through different “Phase of High Economic Growth” and gained and sustained high economic growth in 2003-2013 which successfully transformed its socio-economic policies.

It was signed with 13 transnational oil companies(Amoco, BP, McDermott, Unocal, SOCAR, LUKoil, Statoil, Exxon, Turkiye Petrolleri, Pennzoil, Itochu, Ramco, Delta) of a number of countries of the world (USA, Great Britain, Russia, Turkey, Norway, Japan and Saudi Arabia) on joint exploitation of ‘Azeri’, ‘Chirag’ wells and deep part of ‘Guneshli’ well in Azerbaijan sector of Caspian Sea and share division of oil production.

Azerbaijan, by signing the agreement with big oil companies of Europe on a large scale, became the first country among CIS countries to do so. It founded international cooperation in Caspian Sea.

One of the most important measures taken in this direction was establishment of “Azneftkimyamash” joint-stock company in 2001, including 17 plants, 4 scientific-research institutes.

At the same time, the important measures on the development of electro technology, engineering industry, motor-car construction were implemented.

It put an end to Azerbaijan socio-economic and geo-political isolation (Azerbaijan now cooperates with more than 150 countries in the trade field; foreign trade turnover became more than 27.9 billion dollars increasing by 34.1 percent).

Azerbaijan had been admitted nearly to of all international institutions, including in 1992 IMF, World Bank, EBRD, Islam Development Bank, in 1999 Asian Development Bank. The main directions and specifications of social-economic policy strategy, which is continued successfully and improved by the President of the Republic of Azerbaijan, Ilham Aliyev, is to transit to market economy and to form social, diversified national economy, which possesses ability of self-development and to integrate to world economy.

As a result of implementation of this policy, successes obtained were strengthened, macroeconomic stability secured, diversification of the economy, development of non-oil sectors and regions accelerated, efficient usage of strategic international reserves was secured, the stability of national currency and confidence of banking system increased, conservative external debt strategy implemented, support from government to entrepreneurship intensified and social welfare of population improved sustainably.

(b) Privatization (The main objectives of privatization, as stipulated in state programs, were to establish self-regulating market economy environment on the basis of private property and free competition principles for economic entities, to reconstruct structure of the economy pursuant to the requirements of market economy, to allure investments into economy, including foreign investments, to improve standard of life and social conditions of the population).

(i) Production levels increased (Volume of production increased due to visible progress almost in all the fields of industry as well in oil and gas, chemistry and oil chemistry, machinery and metal processing, building materials industry. Processing industry develops also along with production industry. Over the last six years production increased 1.5 times in processing industry fields, as well 43 percent in food industry, 2 times in wood production, 30 percent in paper production, 2.5 times in chemical production, 5 times in building materials production, 3 times in metallurgy industry).
(j) Beginning of service oriented economy (Reforms realized in bank system played great role in removing the distrust in banks existed in the first years of independence. Modern bank building works started in country, works implemented in direction of formation of two-stepped bank system, strengthening of banks, growth of their authorized capital. Weak banks, unable to work under conditions of free market economy and stand the competition, were eliminated. Number of banks functioning in country was decreased for four times, capital base of bank system increased 5 times).

Balanced Regional Economic Growth
He introduced many State programs and developed concepts of a balanced regional economic growth by using existing economic potential of regions effectively and efficiently, improved social-economic situation and provided equilibrium development of the economy which accelerated economic development, expanded infrastructures, created new producing and processing enterprises, social-cultural institutions, opened new workplaces and improved social-welfare of population.

Equal development of international and transit corridors and roads, inter-district, city and district road-transport infrastructure, as well as rapid integration of national transport system to world communication was in the focus of implemented transport policy. The TRACECA, North-South and INOGEYT Program Projects were carried out to improve international transport system Transport Corridor.

Development of Communication Sector
Development of communication sector was the center of Heydar Aliyev’s attention, new joint enterprises operating in different spheres were established. The mobile telephones operators “Azercell Telekom MMM” BM and “Bakcell” company, “AzEvroTel”, “Katel” and “Ultel” joint enterprises were created in the area of local telephone communication.

Economic Dividends
Azerbaijan’s macro-economy has tripled since 2003 and its industrial development has also tripled. Poverty has been controlled and almost vanished. The poverty level, which was standing at approximately 50 percent dropped down to 5 percent. Salaries and pensions have been increased by several times over the last 13 years. Azerbaijan also started the development of its different regions, more than 1.3 million new jobs were created as a result of implementation of state programs. It has unique development strategy which balances “Rural-Urban” progress. 

Development of Social Infrastructure
Social infrastructure projects are underway, more than 3,000 schools and 600 medical centers have been built and more than 40 Olympic centers have been constructed in the region. It is moving towards advanced technological development. Azerbaijan is one of the few members of the space club, it has two satellites and a third satellite will be put into operation in the near future.

Value of Constant Economic Liberalization
Heydar Aliyev’s valued constant economic liberalization, privatization, market economy, reforms in banking and financial sectors and massive diversification of available human and industrial resources due to which he succeeded to achieve higher rates of socio-economic development, industrialization and above all a sustained economic growth the country.

Collapse of dependent economic system of the Soviet Union drove Azerbaijan, like other republics, into grave economic crisis. The only right way to get the republic out of this crisis was forming the economy with new economic bases in a short time, supplying the population with agricultural products and food. To assure all this it needed to carry out land reforms. Like all other issues important to start a new life of independent Azerbaijan, implementation of land reforms also is linked to the name of great leader Heydar Aliyev.

In 1993-2003, under leadership of Heydar Aliyev agrarian reforms and land reforms were carried out, development of agriculture, production of agricultural outputs intensifiedmaterial welfare of producers lifted, production conditions improved, wish of Azerbaijani ploughman to become a landowner come true, lands were freely given to villager and new land-ploughman relations promoted.

Implementation of reforms was intensified after Decree 534 of January 10, 1997 of President of the Republic of Azerbaijan ‘On approval of some legal documents assuring implementation of agrarian reforms’.

Agriculture Resolution
1. About 3.5 million people became landowners and it created new strong class of proprietors, formed new land-ploughman relations, characterized fruitful use of land and care for land.
2. Most suitable lands were privatized. In other words, unlike other CIS countries, the citizen was given not unsuitable or less suitable land but most suitable and fruitful lands of former state and collective farms. Physical and legal persons of the Republic of Azerbaijan were given exclusive rights on land areas in their own property such purchase and sale, presenting, giving to lease or use, legacy, deposit. It proved unlike other former soviet republics in Azerbaijan land reforms were implemented not formally but fundamentally and in well-grounded base.
3. All citizens, irrespective of place of residence, were entitled to use and lease lands, also every citizen was entitled to partake in purchase and sale of land, signing contracts and agreements concerning land. In other words, except 3,5 mln people that became land owners, rest of population were not eliminated from land relations. Every citizen of Azerbaijan was entitled to directly partake in new land property relations.

Since 1995 establishment of economy on the basis of market relations, implementation of agrarian reforms, cancellation of collective farms and state farms, distribution of livestock and property pertaining to them to the villagers, making easy goods prices and other measures influenced social and areal structure of agrarian sector, significant structural changes occurred in agriculture, new spheres were created, various relations in content organized under initiative and leadership of Great Leader Heydar Aliyev.

Ecological Balance
He introduced preservation of the environment and used natural resources for the improvement of people`s welfare. The years of independence marked a turning point in the field of protection of environment, ensuring of ecological balance, and preservation of water, land, air resources, forests and biodiversity.

Azerbaijan has managed to preserve the dynamic pace of development and the country is moving forward in all areas. National leader Heydar Aliyev placed a particular emphasis to solving the issues related to the country`s environment and natural resources. He took important measures to strengthen the protection of environment. This policy is today successfully continued by President Ilham Aliyev.

Women Empowerment
He was pioneer of women empowerment in the region and beyond. National leader Heydar Aliyev adopted many policies of women empowerment due to which the role and place of the Azerbaijani woman in society has strengthened considerably.

The State Committee for Women`s Problems established in accordance with Heydar Aliyev`s order in 1998 reflected the attitude of the state to the gender equality. He signed the order on increasing the attention to women`s policy and this field.

Ilham Aliyev, President of Azerbaijan
Today the policy of Heydar Aliyev is continued by his follower, President of the Republic of Azerbaijan, Ilham Aliyev who consolidated the independence of Azerbaijan, made it unbreakable and irreversible with his well-considered and foresighted activity. He has stated: “Azerbaijan pursues completely independent policy. Economic independence and unity of the authority with people are in the center of this.” These ideas express exactly the strategic aspects of the domestic and foreign policy of the country.

Economic reforms carried out in Azerbaijan are commended by international organizations. Azerbaijan advanced 17 ranks from 80th place to 63rd place among 189 states in “Doing Business 2016” report. As a result of implemented reforms Azerbaijan has outrun even developed countries in international ratings on starting up business, obtaining permits for construction and protecting interests of small investors recently. This country has entered the list of top 10 countries in the report by facilitating business registration.

Today Azerbaijan is writing the brightest pages of its state independence. As a result of the purposeful policy pursued by President Ilham Aliyev, Azerbaijan has also become member of the “space club”. The launch of “Azerspace-1”, the first telecommunication satellite into space in February, 2013 was one of the biggest achievements of Azerbaijan since its independence.

Azerbaijan-Pakistan Bilateral Relations
Pak-Azerbaijan friendship was founded by two great leaders of the two countries, Heydar Aliyev and Benazir Bhutto. Pakistan is the second main strategic ally of Azerbaijan in the world after Turkey. Relations between the two are very intensive within the framework of bilateral and multilateral relations, both share common views over the issue of Kashmir and the Armenian-Azerbaijani conflict over Nagorno Karabakh and also support their solution on the basis of international law norms.

Heydar Aliyev paid an official visit to Islamic Republic of Pakistan at the initiative of Farooq Ahmed Khan Leghari, President which contributed to further cementing development of relations between the two. Heydar Aliyev characterized relations between the two as close and friendly, based on the ancient historical traditions. On this visit issues of mutual interest were discussed and agreements on friendship and partnership, trade, tax, health, tourism were signed. In total, nine agreements were signed which created favourable conditions for further development of relations.

Since Pakistan recognized Azerbaijan in 1991, both the countries have witnessed smooth development of cordial relations as well as mutually beneficial cooperation in various fields. Their friendly relations are based on respect for each other, commonality of religious and social values. Irrespective of political changes at domestic fronts or ups and downs at regional or international levels, both countries have only engaged in constructive partnerships.

Heydar Aliyev is one of the greatest builders of the present-day democratic Eurasia, as one of the prominent leaders of the 20th century.” Heydar Aliyev was the most important person in the Southern Caucasus for long time. His extraordinary personality led Azerbaijan to the way of prosperity.

Regardless of whether he is with us or not, Heydar Aliyev has great merits in each project implemented during these 20 years and each of our achievements. He was beacon of light and ray of hope. He saved the country from major dis­ asters and began to write the first pages of new, modern history. He is the symbol of service to the people and Motherland.

Today’s Azerbaijan, independent Azerbaijan is Heydar Aliyev’s creation. It is not just words. It is a reality, it is truth. Azerbaijan has become a successfully developing country thanks to the strengthening of the political system, creation of the statehood traditions and adoption of the Azerbaijanism ideology in 1993-2003.

Great Leader Heydar Aliyev’s unparalleled services in terms of enhancement of statehood, and restoration of socio-political stability in the country, and emphasized that radical reforms carried out in all spheres have laid solid foundations for economic development.
